No Child Left Behind

Overview
  • On January 8, 2002, President Bush signed into law the No Child Left Behind Act of 2001 (NCLB).
  • This new law is a reauthorization of the Elementary and Secondary Education Act, Improving America’s School Act (1994).
  • Under NCLB, each state must establish a definition of Adequate Yearly Progress (AYP) to measure the yearly incremental progress of schools in reaching 100 percent proficiency by the 2013 – 2014 school year.
  • NCLB incorporates increased accountability for states, school districts and schools, expanded options for parents whose children are attending schools identified for improvement, increased flexibility for states and school districts in their use of federal funds and a focus on research – based methods and best practices.
  • To determine AYP, State benchmarks are established. All student subgroups and total school population must meet the benchmarks for a school or district to make AYP. If any one subgroup in a school does not reach its target, the school will have failed to make AYP for that year. Failure to make AYP for 2 consecutive years (in the same content area) will identify a school as “in need of improvement.”
  • After making AYP for 2 consecutive years in the same content area, schools end their “school in need of improvement” status.

Update on Supplemental Educational Services (SES)
